Viktorya Aydinyan

Adjunct Lecturer
Viktorya Aydinyan is a public policy, management, and digital governance specialist with over nine years of experience driving government reform in Armenia. She is currently Head of the Office of the Deputy Prime Minister, where she coordinates strategic governance, public administration reforms, and cross-government digital transformation. Her prior roles include leading Armenia’s public administration reform agenda at the Ministry of Justice, serving as Strategy Advisor at the Ministry of Labor and Social Affairs, and Assistant to the Deputy Prime Minister, among others. She has delivered over 20 strategies, human capital development initiatives, and digital systems.
